You are right in saying that the NHIS has not collapsed because the NHIA headquarters, regional offices and district offices have not closed.

However, the reality is, a provider who has not been paid for seven months is likely to charge a member for services and drugs even though the member is not supposed to pay money at point of service.

To both the provider and the member, the NHIS is collapsing.
