SEND should not disturb us such simplistic explanations. What constitutes a late referral. Who decides on what is late. Is it when complications have arisen or the patient arrived in the facility two days after being referred ...

Some medical professionals think if they refer cases it means that they're incompetent.

You can be competent but if you don't have the logistics to perform your duties you're helpless. The best is to refer.
It is not about your professional image but about someone's life which you can't mess up with. Since once its gone; that's all.
