  "BEST" IS RELATIVE TO WHAT CRITERIA?. Stop attempting to answer very silly questions posed in media interviews such as who is the best President compatatively or in general. Best is relative. Remember, whilst in office every President is criticised, so when can can there be comparison. How many years after leaving office?. There is no objective way of determining best. Except perhaps the verdict of their first term re-election but what if they served two terms? Some President are internationally admired but locally hated. So are not corrupt but preside over or unable to reign in corruption or violence. You can only be relative better or rank higher against each subjectively determined criterion. Even then it is subject to the circumstances of the time. Example: you can't be a better or worst crisis manager if there is no crisis during your term.
