  Are you a chief cum party foolsoldier or just a local title holder operating with landguards. You talk as if no one is entitled to his opinion. You closed the sea but allow Chinese to steal the fish from the sea and you call this promoting better fishing practice. Where in this world does anyone one harvest fishes that are not mature except they are using chemicals and small trawling net which affect the new species.
