We have always put in place structures for this and for that forgetting always that lack ethical behaviors and corrupt ways are always there to pull our progresses backward. Do not be too sure of your stringent monitoring protocols. Even ambulances were used for conveying bags of cement.

@Me-Me. Well said. The sad thing is that our judicial system are not helping to put an end to the corrupt practices. Recently a traditional leader stole $150000 and was sentenced to just three months in prisonment.
