  Anybody can collate and announce results - political parties, media houses, observers, CSOs, etc. But only the EC can declare official, definitive results as well as a winner .By the way, in 2004, the NDC announced their collated results one day after Jake announced the NPP's. But the victor was officially announced by the EC, Dr. Afari Gyan. Similarly, in 2016, the NPP shared its collated results, along with several media houses. That did not prevent the EC from declaring official results and a winner when it was ready.
