The 9th Parliament should promulgate a bill to prevent the president from appointing the Chief Justice. However, the Judicial Council will recommend the most senior among the justices at the supreme court for two-thirds majority parliamentary approval. His removal should also be recommended by the judicial council to parliament for a two-thirds majority vote. The Chief Justice should be politically neutral and not known to associate with any political party. I believe this will bring sanity to the judiciary.
