John Mahama produced a 40 year Development Plan 2015, under Information and Communication Technology page 345, you will see all the Digitalization projects John Mahama had prepared to implement if he had won the 2016 elections! Bawumia stole from the document this was why he couldn't document his Digitalization program or else the NDC would have exposed him. Google: John Mahama achievement in Digitalization, John Mahama had his Digitalization agenda clearly stated.

What Ablakwa said was that biometric data from the NIA, ie the facilitators of Ghanacard will be used for passport applicants so that there will be no need for another biometric data collection. He also spoke about synchronization of data from both entities for a seamless passport application process. That's it.
