The problem with the NPP is their failure to appreciate that anything one does, the foundation on which it is founded is critical and will determine its success or failure. The NDC knows how critical digitalization was becoming and that's why it tried to lay the backbone infrastructure on which it will run. Similarly, it knows that accommodation was going to be critical for shs, that's why it tried to build all those structures.
