If the authorities can arrest the foreigner ion the complaint of the NDC leader, why can't the same Police arrest the NDC leader too since a complaint of defrauding has been lodged against him? I strongly belie the foreign businessman was arrested by through the influence of the NDC leader in order to scare him him into leaving the country.
