    Where were the minority when the resolution was passed? At that time didn't they know they were rightfully entitled to 2 spots?

    The Minority had two spots, Annor-Dompreh and Patricia Appiagyei the Dep Minority Leader. The woman declined to attend because the leader Osahen was prevented from the delegation.
