Cocobod is a parasite. Coca production and employment in the sector would grow if the politicians got out of the way. The idea behind cocobod was:

1) To force the sector to take the payment in Cedis, so the dollars could go to the state coffers and its very unreliable guardians.
2) To use the profit to provide farmers with fertiliser, insecticides and advise.

To forced Cedi payment: Upholding a strong currency, but with the access to dollars being rationed, is a liability for the exporters and import substituting sectors. The high Cedi means we cannot even produce shoes to our own army. Furthermore, if you are among the chosen few that are allowed to buy dollars to the official rate, it is a gift. You can walk directly out on the black market and sell your dollars with a 10-20% profit. Consequently, the kleptocrats that rule Ghana queue up to get their hands on it.

Let the currency float. The Cedi will find its value on a level that balances imports and export. It will be lower than today (a higher dollar), which will stimulate all domestic production in Ghana.

The forced exchange of cocoa income will then not be necessary. The producers will be indifferent. They can change between the currencies as they like anyway.

As to support to farmers: The profit Cocobod is largely stolen. The management buys a car fleet and build new headquarters, even if the Cocobod is technically bankrupt. When you see a government minister buy a fleet of cars or excavators, you know that he will receive a personal commission of 10-20%, cash in hand or into his account on the Cayman islands.

The Cocobod has normally a 20% markup. Its free money. On one side is tha farmers, who are forced to sell to the state to a price the state decides. On the other side are the international market which has a price Ghana can not noticeably influence. To sit in the middle here is a very simple job. It's also well paid.

Cocobod is stupid and parasitic. Dissolve it.

When a politician wants to become CEO, I think the Government should let them be interviewed through the public service Commission procedure so that the best can be placed at the helm of affairs in the Government Agencies. How can an inexperienced person be appointed to head Ghana Geological Survey Authority whilst all over the World Geological Surveys are headed by experienced technical person with over 20 years or more experience, e.g South Africa, Senegal, Nigeria , etc.. Well qualified and experienced people are placed in Forestry Commission, OASl, Ghana Standard Authority etc and are performing well.
