Mr.Akpaloo, could you still remember that the P/NDC party with the endorsement of former EC boss used fake indelible ink for elections in 1992 and 1996, which was part of the rigging mechanism for stealing verdicts until proper indelible ink was secured for the country in 2000 by Craig Murray? We are yet to see what the new EC would do to further deepen democracy in our country to ensure free and fair elections because; actions speak louder than words.
Contrary to what the discredited former EC Chairman said, there are many examples of how elections are rigged far away from polling stations, and the corrupted voters' register could be used to rig elections, remarkably, when "no verification no vote" has been eliminated. We believe that NDC is again preparing to rig the elections through the old bloated voters' register, and Asiedu Nketia is fighting to keep the loophole intact, despite the fact that the Supreme Court recommended a new voters' register and all the other parties support it except, of course, the NDC party. NDC is resisting any attempt to compile a new voter's register or weed out the illegal names because they are con-men with con plans.

I agree hundred and thousand percent that the present voters register is not credible. And also hundred and one million percent that a database system will ensure a credible register and much more-I personally lived more than a decade in Europe and know how efficient such a system is. Another method of weeding out non-Ghanaians is to crosscheck the persons data as to whether they really belong in a particular family given by demanding the particulars of aunties and uncles, grandfather and grandmother on both sides and the villages or towns of such persons. A good algorithm or computer programme would be able to crossreference all this and red-flag up any inconsistencies, thus weeding out imposters (foreigners).

The Electoral Commissioner should be seen to be strong to ensure her performance is void of any suspicion as the bitter experience the country suffered with the shameless old man. We all know there is nothing like perfect elections but let there be fair, transparent, peaceful and free and democratic elections acceptable by all to gain the nation's and international respect.
Osdagyfo's Ghana is so important to allow recruited foreign criminals vote to elect our leaders for us. It is like we are surrounding our sovereignty to outsiders which is just unacceptable and any political party or individual caught to engage foreigners to win power here in Ghana should be seen as committing high treason against the state and be made to stand trial as a traitor.

This week the NPP publicised a press conference to make the case for a new voters register for the 2016 General Elections (Presidential and Parliamentary). The press conference was called and addressed by Nana Akufo-Addo and Dr Bawumia, the Presidential and Vice-Presidential candidates respectively. This article is an analysis of one of the reasons why the two and their party believe that Ghana needs a new voters register for 2016.
According to media reports, NPP’s investigative and comparative analysis work led by Dr Bawumia has shown that as many as over 76,000 individuals who are citizens of Togo are on both Ghana’s and Togo’s voter registers (see, “Bawumia uncovers 76,000 Togolese in Ghana's voter roll” and “Voters register is ‘incurably flawed - Dr. Bawumia”, Adomonline/Ghanaweb, August 18, 2015).
Whilst, I agree with NPP that Ghana’s voters register contains foreigners because of the porous nature of Ghana’s borders with her neighbours and the fact that Ghanaian identity documents are very easy to obtain. Moreover, National Health Insurance cards which anyone living in Ghana can obtain were used as proof of identity to prepare the 2012 voters register that has now been ruled unlawful by the Supreme Court. However, the mere fact that a person or persons is/are on the voter registers of two countries does not necessarily make the register flawed, let alone incurably flawed as Dr Bawumia concluded.
Dr Bawumia will have to pose a number of legal questions and find answers to them before he can make any definitive conclusions. Assuming that the names are not only similar but actually the same persons, the first question is, do these people have Ghanaian citizenship and therefore eligible to register and vote in Ghana? Second, could they be dual citizens of Ghana and Togo and if so, does Ghanaian law permit dual citizens to register in Ghana and vote in Ghana? The same questions could apply to Togo but for the purposes of this article, I will restrict myself to Ghana because what is legal or otherwise in Togo may not be legal or illegal in Ghana.
If the over 76,000 identified on Ghana’s voters register and also on that of Togo are dual citizens of Ghana, then by the Supreme Court ruling in the case of Prof Stephen Kwaku Asare versus The Attroney General given on May 22, 2012, there is no law in Ghana that prohibits Ghanaian dual citizens living abroad from registering in Ghana and voting in Ghana. For this reason, Dr Bawumia and NPP must first established beyond reasonable doubt that these individuals are not Ghanaians or do not have Ghanaian dual citizenship. If Dr Bawumia and NPP are unable to prove that, then they are simply making hollow argument or even being mischievous.
Mischievous because during voters registration and general elections in Ghana some Ghanaians with dual citizenship living abroad return home to register and vote. If such dual citizens are also registered in their host countries or countries of resident, then their names will appear on voter registers of both Ghana and the other country. In the UK, Commonwealth citizens who have the legal right to stay in the UK can register and vote in local and national elections. For example, a Ghanaian student with one year visa living in the UK and is a registered voter in Ghana can register and vote in local and national elections as I did when I was a postgraduate student on one year visa. If Dr Bawumia conducted a similar exercise in the UK, USA, Canada, Germany, Italy, France, The Netherlands, etc where there are many Ghanaians with dual citizenship, such double registration would be found, though the figures would be in hundreds and not tens of thousands (for good reasons). Would Bawumia and NPP simply claim that because of such double registration, Ghana’s voters register is flawed or those Ghanaians living in UK, USA, Canada, Germany, Italy, France, The Netherlands, etc who travelled to Ghana to register used fraudulent means?
Of course, the numbers are very high and may require some further examination and analysis. However, put in historical context, this should not be surprising because part of Ghana used to be part of Togo. Moreover, all over Africa, the borders of nation states were impositions by colonial maters that divided families, friends, neighbours and ethnic groups. A similar exercise in other border regions may show similar double registration. For this reason, NPP could have done a better job by conducting similar exercises in Western and Upper East regions before making public their findings.
Again, what is the guarantee that the same double registration of other foreign nationals is not occurring in other regions of Ghana, particularly metropolitan centres such as Accra, Tema, Kumasi, Koforidua, Takoradi, Tamale, Bolga, Wa, etc where there are more likely to be higher concentrations of nationals from other West African countries who could on the voters register? Is NPP only interested in those from Togo? What about Nigerians who are often caught in possession of Ghanaian identity documents?
The voters register may require some audit to weed out those who are not eligible to be on it but finding Togolese who are both registered on Ghana’s and Togo’s voters registers is not plausible evidence to conclude that Ghana’s register is flawed, unless the questions I posed above have been answered satisfactory. At best, this was a good effort but fallacy of hasty conclusion. I believe Dr Bawumia and NPP could do better.

This guys just wanted to be heard. How do you design a centralised database in a country without an effective address system? Our streets are not named and houses don't have any meaningful way of identification, therefore how on earth can you create a database if you don't have a mechanism to trace and identify where those whose details you want to capture live? How many villages have roads that are well defined? Even in Accra, many people are still living on the street and in uncompleted buildings, how do you capture them? Bollocks. Even in the UK it's difficult to capture the exact population, because there are so many illegals living in the country that when they even register to vote, (yes even illegals living in the UK can register to vote)as soon as they change address, there's no way they can be contacted. Is it any surprise that, the UK had failed to design and introduce an universal identification system? In Austria where I lived for over twelve years, there's no way anyone can live effectively without registering with the police. Once you move house, you have three days to register your new address with the police, otherwise you won't receive any medicare, can't study and can't do any job. As long we don't have this system in Ghana, there's no way we can build a centralised database for any credible electoral register. Besides there's no where on earth where elections have been truly free and fair. Currently, the Labour Party in Britain is the process of electing their leader; and who are eligible to vote? Anyone who registers and pays £3 is eligible to vote, no questions asked. Therefore if illegal immigrants in the UK (which include a very large number of NPP sympathisers) are eligible to vote in elections in the UK, how much more difficult would that be in any African country where we don't have the system to capture and differentiate between citizens and non-citizens?

Everyone including yourself do know for a fact that such a system will call for some challenges and an enormous use of human resources. He never said it will be nor impossible but only pointed out what the country needs. Street names and every area or place in Ghana has a name. Usually, the locals in a particular vicinity would actually choose to re-name the streets to what pleases them most but it's still not a problem. You would know for a fact that every place in the country is mapped out and labeled if you were an architect or landscape engineer. Pulling information from hospitals, schools, churches, mosques etc...can at least put about 70% of Ghanaians in the centralized database system. Those without birth certificates, never schooled and no Identification records will rather slow down the info gathering since a mechanical approach would needed....questioning family ties, friends etc. Nothing is impossible if one sets his goals and priorities straight...GPS coordinates could be used for locations if one doubts there are street names etc...

The people of TV Togoland campained against. But there was a condition which has not been fulfilled to date. I think the time is now for Volta Region to revisit the table to secede from the union. Secession from the union is long overdue. Ghana initiated the Alliance Compliance Order set out in Ghana by the Busia/Danquah regime. Nigeria retaliated in 1983. The same path is now retraced. DENU sits on a proven oil reserve and I believe with that if harnessed can sustain the 'New Country'. The Akosombo Dam should then be returned to Volta Region because there is a reason for describing the area Eastern Region. The history is there for all to access.
