  Sometimes Ghanaians do not think through policies before they implement those policies. Whoever told you guys that poverty should be defined by the community in which you live. There are poor people in Accra. There are poor people in Kumasi and there are poor people in Gomoa. Indeed, there are poor people living everywhere. All you need to do is define who is a poor person that needs help and then help that person no matter where he/she lives.
  
  If for example, you classify a poor person as a 65-year old with no source of income, then you proceed to get a database of all such people and assist them, irrespective of where they live. If you go by communities like you seem to do now, you give room for politicians to use the system to buy votes or punish those communities that did not vote for them.

  I never knew that poverty had geographical boundaries. In fact there are even people working but still poor due to the number of dependents they take care off. Our policies are just platforms for corruption. The geographical discrimination is a big problem. Imagine that children of President Mahama will qualify for scholarships because they are from the north, but a kenkey/ice water sellers children will not because they are from Central, or not from the north.
