  The EC has no legal department? That is incredible. A constitutional body with such national importance outsources its legal services. The EC should implement the recommendation as a matter of urgency and appoint a competent and experienced Attorney with some constitutional law background who will recruit a team of lawyers to assist him or her before the 2016 elections.
