to say that wrong MP was killed could imply that he knows something about the killing. if Ghana police were good at solving problems they would examine this statement very carefully.

I think it's just a statement to suggest that he was a good man and that if death wanted an MP at all it should not have been him.The statement simply wants to describe how nice he was.Infact something like a metaphor.
In the same vein one can ask 'oh death how many rooms do you have so that you will not let mankind have his peace?'
Here it doesn't necessarily mean death has rooms.it means death has no compassion.
