Clearly what this means is John Dramani Mahama is struggling,struggling very, very badly and you can sense it in Koku's outburst.
The problem as it has been pointed out severally to the NDC party is, John Dramani Mahama is the most unelectable incumbent Presidential candidate in over half a century, in this country.
See, Charlotte Osei cannot solve that problem for the NDC, neither can Togolese voters even if they are inclined to, be able to solve the problem of the NDC's most unelectable incumbent Presidential candidate ever, in Ghana's history.
This is the problem and the desperation and frustration of Koku cannot change the situation.
John Dramani Mahama is the biggest problem of the NDC party with respect to their survivability, after it goes into opposition on December 7th.
The problem has gone beyond NDC losing the elections and going into opposition. It is now firmly within the realm of the NDC party surviving and keeping Ghana's multiparty democracy intact considering how grossly and monumentally unattractive the NDC party has become.
That should be Koku's main problem not Togolese coming to vote because the Constitution is quite clear as to who qualifies to vote just as I am pretty certain the Togolese Constitution is also very clear as to who qualifies to vote in their elections.
Koku's main concern should be about how to repair their NDC party which has been totally shredded into complete tatters by John Dramani Mahama. It's a very serious matter.

A Togolese citizen living/working in Ghana who is a registered voter in Togo and has the interest to vote in Togo can and must be allowed to vote.. It is his national and constitutional right to do so...
Therefore and similarly, a Ghanaian citizen living/working in Togo, registered as a voter in Ghana can never be denied his/her right to vote.
There are however certain elected office positions that s/he cannot qualify for such as an MP or President of Ghana unless s/he denounces his Togolese citizenship (that is if s/he is a dual citizen of both Ghana and Togo).
