Bcos ugsndan pitch is terrible and kpb for example won't even play. Most foreign based players will injure fast. U need to consider the weather and how conducive it will be for foreign based players. U need to consider their lg calendar,.cost of flying foreign based players to uganda etc..sometimes it is best for the gh coach tothink smart. If u have a quota. It gives u a chance of knowing which local based players can fit into the squad in such situations and vice versa and gives these players confidence and makes bstars competitive. But if u say select players and not worry about where they are based.
