The rest were planned but with no assurance that they can be built. The 23 were built first because money was available. Out of this only Dome Kwabenya was not in NDC stronghold. Dome would not have been part of the 23 if Adwoa Sarfo had not worked through the World bank to compel them to add her constituency which was among the 200. Ablakwa is aware hence all the NDC noise
