Accra, June 03, GNA - Mr. Kwesi Afiyie Badu, Chief Executive of KAB Governance Consult on Saturday commended President John Agyekum Kufuor for insightfully appointing 57 year old, Mr Joseph Donkor Issachar as the new Head of the Civil Service.
"Mr. Issachar's experience, professional acumen, hard work, dedication and political neutrality would propel him to create within the Civil Service a new working culture needed to enhance good governance," Mr Afriyie Badu told the Ghana News Agency in an interview in Accra.
"Recognising and appointing somebody from within the Civil Service structure is a good omen, that would encourage people to work hard. It is a reward for hardwork."
According to a Government release, Mr Issachar's appointment takes effect from Thursday, June 1.
Mr Afriyie Badu described the new Head of the Civil Service as man with humbly spirit, and able to fraternise with all people high or low in class and loyal to the government of the day. He challenged Mr Issachar to bring efficiency into the system, recognise the importance of Ghana Institute of Management and Public Administration (GIMPA) in training and building the capacity of civil servants.
He called for collaboration between the Civil Service and GIMPA in developing course structures and syllabus to meet the needs of the Public Service.
Mr Afriyie Badu also commended the Public Service Commission and the Government Search party for sighting Mr. Issachar whose appointment seems to be acceptable to almost all in the leadership of the Civil Service.
Mr Issachar holds a Bachelor of Arts Degree from the University of Ghana, a Post-Graduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), a Certificate in Rural Planning and Management, University of Birmingham, the United Kingdom (UK) and a GIMPA Executive Masters Degree in Governance and Leadership. He joined the Civil Service as an Administrative Officer Class IV in 1974 and rose to the rank of Chief Director and until his new appointment, was the Secretary to the Vice President.
