  Is this the resetting or the 24 hour economy?
  Why don't you levy all traders through a digital system a day before the first Saturdays in the month then you can alow only those who made the payment to trade on the following Saturday. Then Sunday on Sunday you organise the huge unemployed youth to do the work.

  Good to collect revenue but what do the proceeds of the revenue used for? The taxpayers do not benefit from the proceeds; the gutters are dirty, the roads are untared or potholed with no street lights ! I bet the cost of 3 new Nissaans could be used to develop some of these infrastructures
