  What a confused country. A state institution (court) on an issue about a parallel authority in an area. The state itself cannot enforce it; the parallel authority cannot enforce it. Conflicts are created by these parallel authorities. The state uses the tax payers' money to send military men to restore order. Several areas in the Country are not able to provide basic amenities to the citizens because of this confusion. Do we really need these parallel authorities in our Republic to continue the confusion? I can't think far.
