    Set up surveillance cameras, smoke detecters and permanent security to monitor the area. Charge the shop owners some monthly fee to cater for these cost.

    People should be bold enough to report such criminality, instead of rumours. It is a serious, crime and such anyone who rumour about that, should be arrested to help investigations.
