  Have you taken the fishing interests of my people enveloping the lagoon into consideration?I believe enough education will settle the ifs,the hows,etc. Also the equitable distribution of the 'to be generated revenue' among the 'states' on the shores of the lagoon who may be ceeding some of their economic freedoms
