  Great move but financial model is warped.Frequent user must pay less. Yearly and quarterly users must also pay less. Staff can also pay less. How much do student car owners pay.

  Great move but financial model is warped.Frequent user must pay less. Yearly and quarterly users must also pay less. Staff can also pay less. How much do student car owners pay.
  Passage through toll must be electronic to prevent congestion. Prepayment is necessary to avoid congestion. This must be done on all major routes to raise money for road maintenance
