well, one cannot possibly find an alternative solution to a problem, without making out loophole in the problems itself..i think Mr. Frankllin has rightly nailed it.

So called "Think Tanks" are one of the tools employed by the western imperialist powers to keep progressive countries who aspire to be economically independent in check. Organisations like IMANI and Ngos like USAID, Christian aid, Action Aid etc form part of a long list of methods, tactics, strategies and measures to turn back the pase of socio economic development of poorer countries around the globe. We must all ask Franklin Cudjoe who are his paymasters.

USAID is the complete opposite of a NGO....just a small hint, the N in NGO stands for NON...NGOs are the basic tools of a democracy, especially in a political system like Ghana's, where the parliamentary opposition is beyond weak...which party has ever done well in opposition in Ghana??? So who is going to represent the checks and balances in this system if not NGOs and the civil society...maybe you should ask yourself that...
