Tr absenteeism cannot be a cause. Consider lack of textbooks, high pupil/teacher ratio, poor / lack of classrooms where school must close even it threatens to rain. Practically, govts no longer supply T/LMs, what about that?

The MCE, I guess, knows the meagreness of teachers' salaries. Knowing that enrolment is increasing at all levels of second cycle, is this MCE not part of the govt froze employment? Ridiculous!

When they claim to be professors and you ask them to produce their certificate, it has been burnt in a fire or there is not record of them attending a school.
