  Education is not only measured by increase in enrollment. A better question to answer in the improvement in the quality of education and the teachers. WE have a JSS/SSS system that produces a bunch of unemployable graduates who are not even ready for college work. That is the PNDC "revolutionary" education from which the leaders themselves ran away. And no one seems to be doing any assessment or review of the system after more than 20 years.
