In many other countries (especially developed countries) people defying police orders are usually beaten and sometimes shot to death, I will never stop singing praises to my African Ancestors for returning me to beautiful Ghana, where civility reigns supreme.

Bringing along tear gas at once and seemingly using it at the first opportunity doesn't show earnest resolve by the police-commanders to pacify the situation.

Especially, because the reaction of the villagers points at the highly likely possibility, that these types of accidents have occurred there before.
Even in Ghana and even with very serious accidents, the residents normally won't erect road blocks at the first incident.

It is my strong assumption, that the traffic situation there has been exceedingly dangerous since a long time, and the village residents had contacted the police and authorities about it many times, but didn't get any earnest attention.

(I also don't know which "developed countries" you have experienced, but I assure you it is not the usual procedure to beat protesters without preceding long-lasting, violent provocations and legal offenses. Firing teargas and the following beating down of protestors usually go hand-in-hand, so I don't see any more civility by the Ghanaian officers in this case (Although I like to believe that in Ghana many police officers are usually very friendly and humane)).

That the police instantly brought along and used tear gas, seemingly without much hesitation, makes the reaction of throwing stones quite the more understandable.

The prompt erection of barricades after the accident points to the assumption, that this was not the first time the villagers had to suffer from traffic dangers, and probably were very frustrated about the lack of official help and protection.

Usually stoning is associated with a helpless person being overwhelmed and clobbered to death with stones.

In this case, the police fired tear gas and the residents threw stones - a deed, which I of course condemn, but different from the meaning conventionally associated with "stoning".
