  The people look up to the government, those in the corridors of power for leadership. There are leaders and there are followers as there is division of labor and division of roles and duty. When the head moves the rest of the body follows. The people are looking for inspired leadership and they'll do their part. Right now the people are disillusioned and disappointed with the quality of leadership coming from their so-called leaders. If those in positions of trust will eschew corruption, lasciviousness, idleness, if leadership lives up to the people's expectations and roll up their sleeves and put on their thinking caps they will have no problem mobilising and inspiring the people to over-achieve. The body is waiting for the head to move and will follow.
