Mankind you are wrong! In Germany one of the cleanest countries in the world every household has to keep their portion of the road in adjoining their home clean from rubbish snow etc and you are liable for prosecution. I see ...

Even if it is the job of government workers to clean up the streets and collect the refuse, know that the rate at which the waste is being generated is too great for those workers to cope with it.
