  About one half of the population live on the edge of survival. LEAP is not the solution. Some will want to work. Others do not know what to do. And there are many others out there who simply do not want to work. For a start pass a legislation that will make the sale of mobile phone recharge cards a preserve of the physically challenged. Encourage and support school leavers to learn a trade. And help them with starting funds for tools and equipment when they complete the period of apprenticeship.

  Why not use the money to train these people to make them employable instead of giving them handouts

  I personally, am not amused, to endlessly offer free accommodation, and transport costs to an already employed young woman, in addition to the education of the younger ones.
  
  How long will Asiedu Nketia have to wait for his per diem to be paid to him?
