If you look at the flood statistics released by the Daily Graphic, you'll realise there was very little flooding during the NPP era, it's not that it didn't rain, it is because the authorities were well prepared. Dredging is something that should be done every single year BEFORE THE ONSET OF THE RAINS.

We also need to educate ourselves . I can't understand why people could risk like this ? From the picture ,you could see people living around this gutter are just not ready to protect their own lives
