  Make a law and enforce it. It is not a matter of pleading . If you want to put up a building to house tenants it's got have a toilet facility just like ,kitchen, bed rooms etc. .... whi is approving all these permits to build ...

Sack all corrupt officials to show that we mean business . Start from somewhere. My gosh!
