Are you asked on your application form if you are suffering from epilepsy?
He has a medical condition that isn't conducive for driving. He posses a real danger to himself and others. He must be banned from driving.

The Licensing Office should have a way to get doctor's to testify that an individual is Mentally and physically fit before issuing a License
I wonder whether MMT conducted thorough medical examination periodically before engaging the drivers. The Police must investigate this properly and come out with the facts.
