  The Accra Metropolitan asseembly should draw up proper planning infrastructure for these flood plains and valleys. There should be intensive citizen education by the information services department against the dumping of refuse in drains and sanitary inspectors should be made to be constantly present in these neighbourhoods and give stiff charges to offenders of the law against dumping to serve as a deterrent.
