Chieftaincy has hastened the destruction of Ghana and Africa. This is a tradition that hinges on sacrificing blood to gods and ancestors. This practice points in a direction which is diametrically opposite to where christianity and other major religions are headed.
It is ironic to find chiefs/kings/queens who are knee deep in this practice say in public that they are christians, muslims or the other. The two practices are incongruous. And because they are not congruent, there will always be conflicts across the country, like we are witnessing across the length and breadth of the land. It is the law of cause and effect at play now.
No political party will be able to solve this mess. The citizenry should pull away from this aspect of our culture. Once we do that, our heads will clear and we, as a people, will be able to dialogue with each other and come up with better solutions which will make us progress in a positive way.

Introduction
The chieftaincy conflict amongst the factions in Bimbilla had been existing for decades as we all know. The unsurprising thing is that almost everybody in Ghana and across the world is asking of what the solution is or where the solution will come from? One most important question people should have asked is the cause or who is the cause, but this, nobody is asking. I can make this statement that some individuals and groups are beneficiaries of this unending conflict in Bimbilla that keep taking innocent souls. The two major political parties in Ghana manipulates the Bimbilla conflict for votes. Another cause of this conflict for which I want to emphases is Dr. Mohammed Ibn Chambas for whatever his interest maybe, I cannot tell.
“Dr Mohammed Ibn Chambas , Special Representative of the United Nation Secretary General for West Africa and the Sahel is responsible for the protracted Bimbilla Chieftaincy Dispute. Not only did he fail to counsel the late Bimbilla Naa Abarika on the nomination and enskinment of Salifu Dawuni as Bakpaba Naa and Nakpa, but more importantly, he used his position the PNDC/as Member of Parliament for Bimbilla Constituency to influence the Judicial Committee of the Northern Regional House of Chiefs to rule in favour of the late Bimbilla Naa Abarika Attah in the Nakpa Chieftaincy dispute” (Emphasis mine)
It is against the backdrop the Judicial Committee of the Northern Regional House concluded: “…..the committee painfully found as a fact that the wrongful nomination or appointment of the 1st petitioner by the latest king of Nanum-Bimbilla Naa Abarika Attah I was undoubtedly the cause of this protracted chieftaincy dispute in Nanum. The Gbugmayili family members and some kingmakers of Nanum together did not only object to it but they vehemently challenged it…….” (Emphasis mine)
Background to the Bimbilla Skin Affairs
Ascension to the Bimbilla skin (throne) is patrilineal and a candidate MUST be a son of a Bimbilla naa or grandson of a Bimbilla naa. From Naa Mantambu was non-rotational until the reign of Bimbilla Naa Gbugma (14th Bimbilla Naa), founder of the Gbugmayili gate, and Naa Bang founder of the Bangyili gate. Since Naa Gbugma, the Bimbilla skin has rotated between Gbugmayili and Bangyili gates. No great grandson has ever ascended to the Bimbilla skin in the history of Nanum. A grandson who relates to the Bimbila skin maternally cannot ascend to the skin. To become a Bimbilla, Kpatihi Naa must perform the enskinment rites in accordance with Nanun culture and tradition on a selected candidate.
Kpatihi family is one of the few families who travelled along with Naa Mantambu, the founder of the Nanumba Kingdom (The Nanumba Traditional Area). The family headed by the Kpatihi Naa is one of the Nine (9) kingmakers of Nanun who are customarily the ‘electoral college’ responsible for the vetting, selection and enskinment of Bimbilla Nanima (Chiefs). The Kpatihi is the only skin in the Nanumba Traditional area that has only one gate, all other skins (including Bimbilla) have at least two (2) gates, Ascension to the Kpatihi skin is hereditary and automatic, and therefore to become a Kpatihi you must be the eldest in the Kpatihi family. Kpatihi Naa Azumah Nantogmah (2nd DEFENDANT) from 1994-date. The Kpatihi family is the sole custodian of Nanun Regalia and the Kpatihi-Naa is solely responsible to perform the enskinment rites to make a qualified candidate a Bimbilla Naa.
Bimbilla Naa Andani Dassana II (1st DEFENDANT)
The late Bimbilla Naa Andani Dassana II was the 33rd Bimbilla Naa since the founding of the Nanumba Kingdom. He was the son of Bimbilla Naa Dassana Abdullai and the grandson of Bimbilla Naa Abdullai. After the final funeral rites of Bimbilla Naa Abarika Attah in 2003, the Gbugmayili family organized a meeting and nominated the late Naa Andani Dassana as their candidate to occupy the vacant Bimbilla skin. On Sunday, April 6th, 2003, Kpatihi Naa Azumah Nantogmah enskinned Kampakuya Naa Andani Dasana as the 33rd king of the Nanumba Kingdom.
Nakpa Naa Salifu Dawuni (1st PETITIONERS)
The late Nakpa Naa Salifu Dawuni was the son of Lepo Naa Dawuni (Salifu Wumbe Dawuni). Lepo Naa Dawuni was the son of Princess Kasua, daughter of Nakpa Naa Laglaa (Nyei Dini). Princess Kasua gave birth to Nabiyon Dramani (source: Judgment-Judicial Committee of Northern Regional House of Chiefs, 2012, pp26-32). Thus, Nakpa Naa Salifu Dawuni is not only a great grandson of Bimbilla Naa Azumah but more importantly, he is related to the Gbugmayili through maternal blood (ibid, p.27).
The Gbugmayili family after a meeting in January, 1990 petitioned the PNDC Regional Secretary, Northern Region on the nomination (see appendix III) of Bakpaba Salifu Dawuni by the late Bimbilla Naa Abarika Attah to be enskinned as Nakpa Naa. The family unanimously agreed that the Kariga Naa Nantogma Haruna or Lepohi Naa Azumah Abdullai who are the only surviving Bimbilla nanima and thus farther of the Gbugmayili should be made Nakpa Naa. This humble petition was ignored by the late Bimbilla Naa Abarika Attah and Bakpaba Naa Salifu was enskinned as Nakpa.
THURSDAY, FEBRUARY 9TH, 2017: REGIONAL COORDINATING COUNCIL DISTRICT SECURITY COMMITTEE (DISEC) ARE RESPONSIBLE FOR THE LAWLESSNESS
The Northern Reginal Security Committee (RESEC), Tamale and the Nanumba North District Security (DISEC), Bimbilla are responsible for the Murder of ten (10) innocent women and children, eight of whom are Kpatihi Family members (see Table 1).

Before I continue, please let us observe a minute silence in the memory of all those have lost their life as a result of the Bimbilla Skin Affair. The police are been economical with the truth to Ghanaians. According to the police service:
, “Thursday’s clashes followed a disagreement between the feuding factions over the enskinment of a sub-chief by the regent of Bimbilla” “Speaking to Journalists after a closed door meeting with DISEC in Bimbilla, the Northern Regional Police Commander, DCOP Ken Yeaboah said the visit was to assess the security situation in the town. Touching on the conflict, he said, the Bimbilla Traditional Council wrote a letter dated February 2, 2017 to the DISEC that it was going to have enskinment ceremony on Thursday, February 9, 2017. The DISEC met on February 7, 2017 and resolve that they were going allow the ceremony, however, after engaging the Regional Coordinating Council (RCC) on the matter, the DISEC was advised to tell the regent to hold on the ceremony since the security situation according to intelligence, could re-ignite the conflict in the area. Mr. Yeaboah said the DISEC met the regent and impressed on him not to go ahead the ceremony but he (regent) explained that the traditional council had already made preparation towards the ceremony and could not suspend it”
However, the facts on the sequence of events leading to the enskinment of the sub-chief on the 9th February, 2017 are as follows:
1. On 1st February, 2017, the registrar of the Nanumba Traditional Council wrote to DISEC as part of a long standing protocol between the palace and DISEC for the enskinment of sub chiefs. The letter stated that the planned will take place on 9th February, 2017.
2. At about 6.pm on 8th February, 2017, DISEC led by the Commander of Police, District Bureau of National Investigation officer and the District Coordinating Director met with the Bimbilla Regent and eldest. The Police Commander said, and I quote “they (DISEC) have received some complains that the supporters of Nakpa Naa Salifu Dawuni are threating to cause mayhem should the Regent dare proceed with the scheduled enskinment”. DISEC then ask the regent to cancel planned enskinment. The Regent and eldest asked who is the complainer. And what is the complainer’s locus in the enskinment of his sub-chiefs? DISEC provided no answer to these regent questions.
3. At about 11pm on 8th February, 2017, DISEC held another meeting with the regent and palace eldest. This time to inform the palace to proceed with the enskinment on the 9th February, 2017 with an understanding that “the enskinment should take place at 12 noon rather than the standard time of 3pm.
It is a fact that the Regent - Yelinbolingu-Naa- Yakubu Adbulai Dasana complied with this condition. Therefore, it not true that the regent ignored the advice of DISEC. Indeed, the regent complied with DISEC advice.
Ladies and gentlemen, from the account of the police administration and the facts as we know, we demand answers from the police administration to the following questions:
1. Who were involve in the disagreement between the feuding factions over enskinment of a sub-chief by the regent of Bimbilla?
2. What is the substance of the disagreement?
3. Who is the complainer and why was he/she not arrested
4. What kind of intelligence reports, did the RESEC which did not emanate from DISEC?
Ladies and gentlemen of the press, it is a public knowledge that the late Nakpa Naa Salifu and his supports are using the political parties: National Democratic Congress (NDC) and New Patriotic Party (NPP) to achieve what they have failed to achieve in the court of law. For example, under former President John Mahama, in less than a month after the judgement in favour of the late Naa Andani Dasana, on May 8th, 2012 banned all parties from holding themselves as Bimbilla Naa (see appendix 4).
Again, on June 19, 2014, negligence on the part of the District Security Committee headed by the former District Chief executive Alhaji Abass led the cold blood murder of the late Bimbilla Naa Andani Dasana and six other eldest and sub-chiefs. Even though, the police administration arrested 17 persons implicated in the murder, including Vo-Naa Attah Abarika, former regent of the late Bimbilla Naa Abarika Attah, to date no suspect has been prosecuted. With regards to the role played by the late Bimbilla Naa Abarika Attah, the Judicial Committee of the Northern Regional House of Chiefs has this to say:
“…..the committee painfully found as a fact that the wrongful nomination or appointment of the 1st petitioner by the latest king of Nanum-Bimbilla Naa Abarika Attah I was undoubtedly the cause of this protracted chieftaincy dispute in Nanum. The Gbugmayili family members and some kingmakers of Nanum together did not only object to it but they vehemently challenged it…….” (Emphasis mine)
It is pathetic that some Bangyili gate families are the supporters of Nakpa Naa Salifu Dawuni. Ironically, the Judicial Committee finds it amazing why: “the 1st petitioner who needed a proof to establish his qualification to occupy the Bimbilla skin declined or avoided to call a Gbugmayili family member including his own blood brother to testify and collaborate his evidence”
Under the NPP government led by His excellence former president John Agyekum Kufuor, on April 9, 2003, the former District Chief Executive, Alhaji Sani Iddi, was instrumental in the arrest of the late Bimbilla Naa Andani Dasana II and six nanum kingmakers. It took intervention of a Tamale High Court presided over by the Hon. Justice M. Nabon-ESQ to quash their unlawful detention without charges (Appendix V: Case No: C.154/03).
Again, a leading member and former 2nd vice chairman of the NPP, Alhaji T.B. Damba is on record to have said and I quote: Nanum will not have peace until Nakpa Salifu Dawuni is buried as Bimbilla Naa and his funeral performed as Bimbilla Naa” Since the inauguration of His Excellence President Nana Akufo Addo led NPP government on January 7, 2017; it is an open secret and our intelligence has confirm that some leading members of NPP and within government have promised the family of the Nakpa Naa Salifu Dawuni and his supporters that: they will use government power/influence to ensure that the late Nakpa Naa Salifu Dawuni is buried as Bimbilla Naa and his funeral performed as Bimbilla Naa.
JUDGMENTS
Ladies and gentlemen, let me now turn your attention to the Judgment of the Judicial Committee of the Regional House of Chiefs delivered on the 13th day of March 2012.

JUDGMENT
By their petition filed on 10th February, 2004 the petitioners are contending that the 1st petitioner is the rightful person to occupy the Bimbilla Skin as Bimbilla Na and acting in that capacity are claiming against the defendants the following:-
(i) DECLARATION that the 1ST petitioner is the Bimbilla-Na duly nominated and enskinned in accordance with the Nanum custom.
(ii) DECLARATION that the 2nd petitioner is the sole authority to nominate a candidate for the enskinment as Bimbilla Na
(iii) DECLAATION that the purported nomination of the 1st defendant by the 2nd defendant and the subsequent purported enskinment of the 1st defendant as Bimbilla Na are nullities
(iv) DECLARATION that the 2nd defendant is not a kingmaker within the Nanum custom and is also not a Regent of Kpatihi-Na
RULING:-
2nd Defendant-Kpatiti-Na Azumah Nantogmah
Again in a document entitled Journal of Legal Pluralism written by Peter Shalnik which is the only written document available to the committee on the chieftaincy issues of Nanum the author disclosed the importance of Kpatihi-Na in Nanum Chieftaincy affairs particularly robbing of the chiefs. The author stated at page 311 paragraph 2 and I quote the relevant portions as follows: “The Kpatihi Na has a very special position. My information indicates that his function of “Skinmaker” a ceremonialist who enskin chiefs on behalf of Bimbilla Naa was only recently introduced into Nanum probably under the influence of Dagbon. But the Kpatihi family is also believed to have come with Mantambo in his retinue. At any rate the present Kpatihi Naa Ponado enshinned by members of his family, the only dignitaries to enskin themselves on 4th January 1983 had more influence on the procedures of Bimbilla Naa’s funeral than any of the electors” (p.21)
In the instance case, the committee rather finds the evidence of the defendant formidable. The committee therefore holds “that Kpatihi Naa or his representative is a kingmaker of Nanum. That Kpatihi Naa also takes custody of Nanum regalia which he uses to enskin Bimbilla Nas as well as Juo Nas of Nanum. Accordingly the 2nd defendant acts in those capacities.” (p.25)
1st Defendant-Late Bimbilla Naa Andani Dasana II
The Committee hereby unanimously holds that the 1st defendant had qualified to be nominated as Bimbilla Naa having validly gone through all the necessary processes of nomination, selection, election, enskinment and installation in accordance with Nanum custom (pp.47-48)
1st Petitioner-Nakpa Naa Salifu Dawuni
The next significant issues to be considered is whether or not a person who is not a son or grandson of Bimbilla Naa can become Bimbilla Naa. The case of the defendants on this issue is that the 1st petitioner is a great grandson and for that matter is not qualified to be Bimbilla Naa in accordance with Nanum custom. The defendants also assert unanimously together with their witnesses that the 1st petitioner is not only a great grandson but also relates to the Gbugmayili family maternally (p.25)
Q Who is your father’s father?
A. Nabiyon Dramani-Nabiyon is a royal but he never became a chief.
These answers without any shadow of doubt revealed to the committee that the 1st petitioner is not a grandson. At best the 1st petitioner was a great grandson because his grandfather was Nabiyon Dramani. (pp.29-30). It is only if the occupant of Nakpa skin has been a son of a former Bimbilla Naa or grandson of a former Bimbilla Naa’ that he can move to Bimbilla (p.36)
The committee after thorough evaluation of the evidence adduced by the parties finds that the 1st petitioner has no capacity to bring this action to the committee under the erroneous title Bimbilla Naa, a title which he does not hold in accordance with the findings of this committee (p.49)

JUDGEMENT
This an appeal by the Petitioners/Appellants herein against the Judgement of Judicial Committee of the Northern Regional House of Chiefs, Tamale delivered on 13th day of March 2012.
By this notice of appeal filed on 16/03/2012, the Appellants set down the following Grounds of Appeal:
1. The Judgement is against the weight of evidence
2. Additional Grounds to be field upon receipt of the judgement
No additional grounds of appeal was filed until the 14th August, 2014. The Additional Grounds of appeal are as follows:
RULING
Nananom, there is ample evidence on record that other Bimbilla Nas did not occupy lesser skins before occupying the Bimbilla skin. This warranted their being conferred titles before the enskinments. The 1st Respondent could be nominated, selected and enskinned as Bimbilla Naa because he qualified by birth and was given a title in accordance with traditional practice before his enskinment. (National House of Chiefs, 2014, p45)
Nananom, the Appellants did not argue any ground against the findings that 2nd Respondent is the Kpatihi of Nanum and also the person who possesses the regalia for enskinment of Bimbilla-Naa. In effect, Appellants appeal against 2nd Respondent fails. (ibid)
Nananom, it is our humble prayer and submission that this appeal be dismissed and the Judgement of the Committee below affirmed. The appeal is procedurally defective and pathetic in substance (appendix II, p. 46)
Ladies and gentlemen, from both the rulings of the Judicial Committee of the Northern Reginal House of Chiefs and the Judicial Committee of the National House of Chiefs, Nakpa Naa Salifu Dawuni is not a Bimbilla skin royal, cannot ascend to the Bimbilla skin and therefore shall not be buried in Bimbilla as this will amount to an infringement customary practice of Nanum.
Clearly, the Bimibilla skin dispute is a contest between a qualified Bimbilla skin royal- Bimbilla Naa Andani Dasana and a non-qualified Bimbilla skin royal-Nakpa Naa Salifu Dawuni.
Again, it is also a fact that no court in Ghana has restraint Nyelinbolingu-Naa- Yakubu Adbulai Dasana from performing his customarily duties as the King of Nanum.
Friends in the media, the most important issue is the role Dr. Mohammed Ibn Chambers has played that makes this conflict an unending one, and he should own up and clean the mess he has created.

Have we done enough of that as people relative to the chieftaincy crisis? Anyway, as a committed believer of Islam, I want to assume that God knows why Nanung is at this low point among communities of traditions. In my view, the rigid tradition we practice over the years and our inability to address issues promptly as a people led us into where we are now. Also, the oral nature of our chieftaincy tradition did not also help. It will stand the test of time if all relevant issues are well documented to minimize distortions in the future. There are so many narratives now about the crisis all because of the oral nature of the chieftaincy institution of Nanung. I wish our urge to worsen the already bad situation will end now. We cannot continue this way. Let's allow the principles of Islam direct our affairs going forward since majority of us claimed to be Moslems. I hope God will take control and lead Nanung to regain our lost pride of place. I am extremely sad that Nanung has been reduced to this level. My brothers and sisters, use your level of education to resolve the crisis. We should remember that, it is we Nanumbas who hold the keys to the resolution of the difficulties. I pray to the Almighty Allah to speedily resolve the issues for us. Our future can only be brightest when we are able to resolve the issues through discussing it and not through the gun. Let's build Nanung together. Unhealthy factions will only destroy us and nothing more. Good day to all well wishers of Nanung.
