I think its bail with surety. Fine is a sentence so you dont go back. But from the look of things is bail, the case is not settled.

Unlike USA where the law deals ruthlessly with the affluent people in the society, the the law of Ghana is afraid of them. Corruption galore is going on in Ghana, under NDC government.
