2026 Budget: GPCL to deliver millions of free textbooks to basic schools

The 2026 Budget has placed the Ghana Publishing Company Limited (GPCL) at the heart of one of the country’s most ambitious education support programmes, the nationwide free textbook initiative.

Minister of Finance, Dr Cassiel Ato Forson, presenting the budget to Parliament, announced that GPCL will be responsible for producing millions of textbooks to ensure every child in basic school has access to learning materials.

Under the plan, one million kindergarten learners will each receive four sets of books and workbooks, two million primary school pupils will also receive four sets of textbooks, and one million Junior High School (JHS) 3 students will be provided with nine different textbooks.

In recent years, GPCL has printed key national documents, including the 2025 and 2026 Budget Statements.

The company, led by Managing Director, Nana Kwasi Boatey Esq, has demonstrated its capacity through engagements with the Ministry of Education and by successfully handling major printing projects for both government and the private sector.

Ghana Publishing Company Limited commences online gazette application

With over six decades of experience producing Ghana’s official publications, from the Gazette to Acts of Parliament, GPCL is now expanding its portfolio into large-scale educational production.

The company has expanded production capacity, introduced a 24‑hour shift system, and enhanced quality‑control processes, positioning it to take on heavy national workloads.

This assignment represents both a national responsibility and a strategic win for GPCL.

It solidifies the company’s relevance at a time when strong local institutions are essential to driving Ghana’s development agenda.

For millions of schoolchildren, the textbooks will mean better access to knowledge, improved classroom experiences, and a stronger foundation for the future.
