The Minister of Roads and Highways, Kwame Governs Agbodza, has disclosed that compensation demands totalling about $2 million by two private building owners significantly delayed the Adjiringanor Overpass project.

According to the minister, while speaking on Joy FM on January 28, 2026, the overpass forms part of a critical road network linking the University of Professional Studies, Accra (UPSA), the American House area and the Accra–Tema Motorway, making it a key infrastructure project for easing traffic congestion in the enclave.

“That road actually links all the way back to UPSA. It's a very important road,” he said.

He explained that during the planning stages of the project, some individuals allegedly rushed to put up structures along the proposed route in anticipation of compensation.

“Whiles the project was being put together, people quickly went building so that they would pay compensation,” he revealed.

Agbodza disclosed that two buildings are at the centre of the dispute, with one owner demanding about $500,000 and another asking for as much as $1.5 million for portions of their structures to be demolished.

“There's one owner of a building whose name I don't want to mention, who is demanding $1.5 million for a portion of the building to be demolished… There are two buildings, and one of them is demanding half a million dollars and another person is demanding $1.5 million.

"But those buildings were not actually full buildings at the time the project was conceived,” he explained.

The minister further added that the project includes plans to construct a slip road to enable vehicles coming from the American House area to safely return towards the Accra–Tema Motorway, due to the presence of nearby communities.
