The Minister of Roads and Highways, Kwame Governs Agbodza, has responded to his predecessor, Francis Asenso-Boakye, who criticised President Mahama’s recent remarks about the Ofankor–Nsawam Road project.

During a tour of the Ofankor–Nsawam Road project site on September 3, 2025, President Mahama expressed concern over its incomplete status, questioning why the project has not been finished despite the disbursement of loan earmarked for the construction.

He noted that not only is the project still unfinished, but the government has also had to allocate additional funds to ensure its completion.

"A loan was taken for this project. I don't understand why the money is finished, and the project is not over, and we are having to come and pay supplementary funds of almost GH¢78 million from the Government," he said.

The president further hinted that the disbursement of funds used for the project would be probed.

In a related development, Francis Asenso-Boakye addressing the president’s comments in a Facebook post on Wednesday, September 3, 2025, termed the claims as misleading.

He labelled the president’s remarks as "an unfortunate attempt to misrepresent well-established facts for political gain."

"For the President to suggest that the funds have been exhausted without the project being completed is simply inaccurate or has been wrongly briefed. He knows very well that the Afreximbank facility did not represent the full financing requirement," Asenso-Boakye asserted.

In another direct response to Asenso’s claims, Kwame Governs Agbodza dismissed his assertion on Facebook, describing them as false.

He noted that Asenso-Boakye had rather misinterpreted President Mahama’s words.

Government settles contractor arrears to speed up Ofankor-Nsawam road project

In an interview with Accra-based Joy News on Thursday, September 4, 2025, Agbodza clarified that President Mahama never claimed the loan was taken and the project left incomplete.

“President Mahama is not saying that the project is entirely paid for, yet the contractor did not work. He's saying you said you prioritised it and took a loan for that project. Is it the case that what you took was not enough loan, or you forgot about the scope of the work?” he quizzed.

"So, I'm not sure why he's having a problem with that, because at the end of the day, the person using that corridor today is concerned that the road has been abandoned. He wants the road fixed, and that is exactly what President Mahama is referring to,” Kwama Agbodza said in the interview.

He explained that the president was questioning why, despite the loans secured, the Ofankor–Nsawam Road remains unfinished.

“Let's go to the point he made. The president made a point that the NPP said, that road was a priority, and they took a loan of $750 million from Afreximbank. According to the former minister, my good friend, they allocated $200 million to that project. The total cost of the project is around $340 million.

“In the first place, why we were awarding a GOG-funded project in dollars, in clear contravention to the Bank of Ghana rules. This is another matter we can discuss on a different day … Now, he says they allocated $200 million, but on record, what the contractor was paid was $195 million.

“…So that is another question we need to ask. He needs to respond to how come (sic) he paid $200 million, yet the contractor received $195 million,” he stated.
