President?s Son Gets Top Govt. Contract!

As a public service duty, ?Ghana Palaver? today presents a profile of John Addo Kufuor, aka ?Chief? Kufuor, eldest son of President John Agyekum Kufuor who, by his own admission, put together the multi-million dollar syndicate loan through a consortium of banks for the purchase of ?Hotel Kufuor?.

As can be seen from his CV, ?Chief? Kufuor is a Management Consultant and not a Chartered Accountant.

He has been at his present position as Senior Manager at PricewaterhouseCoopers, Africa Office (AC) only since January 2002, in the period when his father has been President of the Republic of Ghana and Ms. Giselle was at the height of her power as Economic Adviser to the President.

There had been persistent rumours, never confirmed though, that ?Chief? John Addo Kufuor and a son of Senior Minister J. H. Mensah had been given a consultancy for a management restructuring of Ghana Water Company Limited and ECG Ltd as well as other para-statals and state-owned enterprises.

That rumour appears to have been partly confirmed now by the paragraph in ?Chief? Kufuor?s CV that states as follows:

?He recently managed an extensive review of 296 Subvented Agencies as part of the Government of Ghana?s (GoG) comprehensive public sector reform programme. Made recommendations on type of restructuring to be carried out for each agency and also developed a restructuring costing model to enable control of the restructuring programme.

John was also the Project Manager for the first review of Public Sector Reform Programme initiated by the GoG of Ghana.

The purpose of this review was to assess the successes and failures of the entire PSR programme which has been running since the mid 1990?s and to propose a framework for the design of the programme going forward?.

It would be interesting to know how much ?Chief? Kufuor earned for himself and for his Company for the assignment which at first sight appears to be a clear unnecessary case of ?Job for the Boy? and of serious conflict of interest.

The contract should also be of interest to ?Transparency International? ?Ghana Integrity Initiative?, ?African Peer Review Mechanism? and other bodies interested in transparency in governance for enquiry as to whether any rules of transparency and integrity in governance may not have been broken.

As can be seen from ?Chief? Kufuor?s CV, the man has been a salaried employee all his working life. Is this the CV of a man who at the snap of his finger should be able to put together US$3.5 million in a developing African country?

JOHN joined PrincewaterhouseCoopers, Africa Central (AC) as a Senior Manager in January 2002. Prior to joining AC he was a Principal Consultant with the Management Consulting Services Department of Pricewaterhouse Coopers, London. He holds a BA degree in Business Studies from university of Greenwich, London and an MBA from Manchester Business School and the University of Wales. He is also an Associate Member of the Chartered Institute of Management Accountants.

John has extensive experience in the Information, Communications and Entertainment industries and has undertaken several assignments for blue chip organisations involving the assessment of customer requirements, generating solutions based on best practice, planning and executing recommended solutions. He has also gained project management (including continuous risk assessment) and customer liaison experience at a high level. John has provided financial planning, management accounting and network management information for some top notch UK telecommunications companies.

Since joining the Ghana office John has focused on Public Sector Consulting. He was responsible for assessing the impact of the European Monetary Union?s introduction of the Euro on AT&T?s core business activities in the Europe Middle-East and Africa (EMEA) region, and for performing gap analysis to identify critical operating, finance and market issues likely to affect AT&T EMEA. Subsequently, he constructed a prioritised action and programme list to assist AT&T to respond properly to the challenges posed.

John project managed and was responsible for facilitating the development of a finance vision that outlined strategy, vision and mission for Centrica Telecom, a start-up telco reseller in 2000. He developed a Level 1 process map of the client?s finance function based on new vision and further led a team to define and produce 15 separate and inter-linked finance processes. He further produced a finance policy document that covered customer acquisition, credit vetting and collection, and revenue assurance.

The work involved identification of deficiencies and appropriate recommendations aimed at enhancing performance. It also involved the development of an implementation plan for corrective action.
