Dr Abdul-Baasit Aziz-Bamba is Acting Director-General of the Value for Money Office
President John Dramani Mahama has appointed Dr Abdul-Baasit Aziz-Bamba as Acting Director-General of the Value for Money Office.
The appointment was made in accordance with Article 195(1) of the Constitution and Section 14(1) of the Value for Money Office Act, 2026 (Act 1172).
According to a statement issued by the Presidency on Tuesday, September 8, 2026, Dr Aziz-Bamba will serve in an acting capacity pending the receipt of the constitutionally required advice of the Governing Board, in consultation with the Public Services Commission.
Dr Aziz-Bamba is a Harvard-trained lawyer who, before his appointment, served as a Senior Lecturer at the University of Ghana School of Law.
The Presidency said the Value for Money Office is mandated to ensure that “every cedi of public expenditure serves the public good.”
It added that his appointment “marks an important step towards operationalising the Office, strengthening scrutiny of public spending, curbing waste and ensuring that public expenditure delivers tangible benefits to Ghanaians.”
The appointment was announced by Felix Kwakye Ofosu, Spokesperson to the President and Minister of Government Communications.
About the Value for Money Office
The Value for Money Office was established under the Value for Money Office Act, 2026 (Act 1172), following the passage of the legislation aimed at addressing inefficiencies in Ghana’s public financial management system.
Presenting the Bill to Parliament before its passage in February 2026, Finance Minister Dr Cassiel Ato Forson said it was designed to tackle persistent challenges such as inflated contracts, abandoned projects, cost overruns and wasteful public expenditure.
He said the legislation seeks to institutionalise a comprehensive value-for-money framework to ensure that every cedi spent by the government delivers maximum benefit to citizens through economy, efficiency, effectiveness, equity and sustainability.
The Office is mandated to scrutinise public expenditure and promote efficiency and accountability in the use of state resources.
The appointment of Dr Abdul-Baasit Aziz-Bamba as Acting Director-General is expected to support the operationalisation of the Office and strengthen oversight of public spending.
