Professor Jane Naana Opoku-Agyemang is Ghana's Vice President
Vice President Professor Jane Naana Opoku-Agyemang has announced that the Ghana Education Service (GES) will undertake a review of discipline frameworks in schools as part of efforts to address student misconduct early and prevent situations from escalating.
She made the announcement during the 69th President’s Independence Day Awards Ceremony on Thursday, March 5, 2026.
Professor Opoku-Agyemang explained that the review will be conducted in close consultation with parents, teachers, and educational resource persons to ensure that the revised framework promotes responsible behaviour while safeguarding students’ welfare.
Growing student indiscipline in second circle schools, who to blame?
“We will support schools in reinforcing guidance and counselling systems and ensure that disciplinary measures remain fair and respectful of children’s rights and dignity,” she noted.
The vice president also expressed concern over the rising cases of indiscipline in senior high schools across the country.
“We have seen troubling developments, including reports of examination malpractice in some schools, vandalism, and increasing disrespect toward school authorities and groups.
"Only a small percentage of our youth engage in these behaviours. However, they risk undermining national progress and sending the wrong signals about the Ghana we want,” she said.

She stated that in response to these concerns, the Ministry of Education, through the Ghana Education Service and key stakeholders, is working to strengthen discipline and value-based education across schools.
Professor Opoku-Agyemang also encouraged students to remain committed to their goals and aspirations.
“Excellence is not only about how well you perform in the classroom. It is also about how you conduct yourself when no one is watching,” she said.
The vice president further urged students to strive not only for academic success but also to uphold values that reflect positively on the nation, noting that Ghana holds high expectations for its young people.
