He Wasn't Paying
He wasn't paying tax and so had accumulated tax arears over many years, so when he was made a judge, he had to settle the arears. I hope he borrowed the money from a bank and not an individual.

If a law firm cannot breakeven there will be a loss. Losses are not taxed. You can carry these losses forward to future years and use that to reduce profits before they are taxed. I hope you get it.
