That is not what organized labour is demanding; they want a withdrawal and not a suspension. No tricks.

The key word here is "suspends ". I think organised Labour should go ahead with the strike to force the government to cancel it completely.
It can be suspended but the price of a unit(s) of Kw/h will soon be increased.
