It's the constitutional duty of the president. However, even as vice president, he has championed many laudable policies which can't be disputed. It's the president who appointed all the cabinet ministers who are policy formulators and can instruct them not the vice president, the vice president cannot instruct Ken Ofori Atta, the president has to. Being part of a team doesn't mean you have the final say in the team.
