"Relieving" a minister of his current duties is not same as revoking his/her appointment as a minister. If the appointing authority believes the appointee is finding his/her current duties difficult - or too easy - it's the authorities perogative to relieve the appointee of his current duties and reassign him/her. Revocation, or rescinding the appointment is what can be considered a cancelation requiring the appointee to be vetted again if he/she comes back to the scene. A minority Caucus majoring in the minors should not waste anybody's time
