  The incompetent clerk of parliament and his equally incompetent deputy must resign immediately or be sacked. I won't be surprised if they have pocketed the money. Many of these civil servants are crooks.

  Who can EDUCATE this illiterate Deputy Clerk of Parlaiment for me:
  
  If you make payment and this is not reflected in the recipient's acoount, it simply means you the recipient HAS NOT RECIVED ANYTHING FROM YOU and as lonag as the banking software is concerned, YOUR PAYMENT DIDN'T GET TO WHERE IT IS INTENDED.
  
  To understand this consider many scenes:
  while making the payment, you made mistake in the IBAN or BIC or SORT CODE etc.
  
  Yes, you have paid in: the money has left your account, but the recipient will never get, so you still owe him. He doesn't care where your money has landed.
