  24-hour economy is just a slogan. The government cannot just make it happen.
  It will naturally happen if the demand for goods and services are there.
  Even in many advanced countries, 98% of businesses are closed by 8pm.
  Logistical services and factories that operate at night do so because there's a high demand for their services and products.
  Most importantly, they have reliable power supply. No DUMSOR.
